CINOP designs an innovative, comprehensive, informative and easy to use handbook on Competence-Based Training and Education
On behalf of the European Training Foundation (ETF) and in the context of the African Continental Qualifications Framework (ACQF), CINOP has developed a practical handbook on implementing Competence-Based Training and Education (CBT) in Technical and Vocational education and Training.
The CBT handbook focuses on the African context and aims to support the end-users such as CBT developers and implementers, educational experts, teachers and other TVET practitioners, private sector stakeholders and policy makers. The handbook serves as a step-by-step guide for the practitioners and can be considered as learning material for teacher training in case of professionalization of practitioners. It can also support the decision making process for policy makers. Finally, the handbook aims to propose a harmonised approach contributing to a common understanding of the interpretation, application, and continuous improvement of CBT in the TVET sector.
The handbook consists of two parts:
- PART I on the understanding CBT, providing a theoretical background and foundation on CBT. It describes the definition, the benefits, the main characteristic and the challenges. Especially focused on CBT in African countries.
- PART II on implementing CBT, is the practical guide for implementation. It is built upon four building blocks. Each building block describes the process of development and is supported by real life practical examples and formats. The steps can be followed in this sequence, but can also be used as stand alone elements.
The development of the handbook was preceded by a baseline review of the state of play of a group of selected African countries which have relevant experience in the application and contextualization of CBT in the TVET system. This review included desk research of relevant documents, an online survey among TVET practitioners at various levels, online stakeholder workshops and interviews with African experts and researchers.
The ACQF project implementation is coordinated by the European Training Foundation (ETF) and is a component of the ‘Skills for Youth Employability Programme’, a contribution of the EU to the Skills Initiative for Africa (SIFA). The main implementing partners of ETF are the European Union, the Federal Ministry of Economic Development and Cooperation and the Deutsche Gesellschaft für Internationale Zusammenarbeit.
