Since 2012, Mali has been going through a crisis that has had serious political, socioeconomic, humanitarian, and rule of law consequences. Therefore, an adequate rule of law is more important than ever. A lack of accountability has allowed criminal networks to take hold and grow, and there also is exclusion based on ethnic group, class, gender, and age, with a practice of buying off interest groups. The crisis of governance, the tension in society, the progressive abandonment of traditional systems without necessarily being replaced by credible and accepted alternatives have led to a serious loss of common values, social norms and a loss of reference points.
Challenge
Faced with this situation, the University Science And Policies De Bamako (USJPB) has a central role in the creation of the foundations of security and the rule of law through capcity development, while taking into account the inequalities within Malian society. However, the university faces challenges that hinder its performance. There are for example too few research professors, there was a mismatch between education content and the job market, governance and insecurity problems and a lack of professionalization of staff.
CINOP Global and partners worked together to achieve the following objectives:

Approach
The current system of initial and continuous training was diagnosed in relation to security, the rule of law, gender, and needs of the labor market. This mapping formed the base of the identification of curricula adjustments. Furthermore, in cooperation with a core group of professors, expertise was built to monitor curricula according to labor market needs. Capacities were strengthened so that university staff can apply new teaching methodologies. Lastly, The list of research themes in the areas of security, rule of law, and gender was also expanded.
