The objective of this project for the Ministère de l’Education Nationale et de la Formation Professionnelle is to support the reform of the vocational training sector in Morocco through capacity building actions, conducting studies, organizing communication activities, strengthening planning and governance sector.

The general objective of the program of which this market is part is as follows: to accompany the reform of the vocational training sector in Morocco in its ambition to strengthen the human capital for sustainable, inclusive and participatory growth, with particular attention for the populations excluded from any training and qualification.

Technical assistance will be provided to support the implementation of the EU Vocational Training Programme aiming to:

  1. Improve of the governance of the vocational training sector policy (piloting and monitoring of the Vocational Training Strategy, planning of training provision, plurennial budgeting, integrated management information systems)
  2. Strengthen the capacity and skills of the actors involved in the implementation and monitoring of vocational training policy
  3. Increase access of vulnerable populations to vocational training courses and improve coordination between the actors concerned with supporting these populations
  4. Promote visibility of the EU-Morocco partnership in the field of vocational training


  • Support to the design and implementation of a framework for piloting, monitoring and evaluation of the national Vocation Training Strategy
  • Support the strengthening of the regionalization of vocational training already started by the Government
  • Training of staff and trainers of stakeholders and training providers
  • Organisation of study tours and site visits
  • Support to the management of human resources in de sector
  • Support the design of an institutional mechanism to improve the access of disadvantaged social groups to vocational training
  • Improve the management framework of public training institutions for greater autonomy in designing their training offer and targeting priority sectors and publics
  • Support the introduction of new technologies in vocational training
