Research, reports and tools

CINOP provides research-based solutions. Here you will find a selection of key research we have done on basic skills for the adult education sector and government agencies:

Commissioned by the ministries involved in the “Count with Language” program (VWS, SZW, OCW, BKZ), ECBO conducted an evaluation of the subsidy scheme for low-language workers.

We have guided several municipalities in addressing low literacy with insights and effective interventions for combating low literacy.

We are researching the experiences of low-literates themselves and what that means for motivating and organizing language offerings.

From January 2017 to August 2018, the Elderly & Digital Skills project was developed, piloted, monitored and evaluated in three different municipalities. This experiment was funded from the Counting with Language action program.

The starting point for policy on low literacy

The group of low-literates in the Netherlands is very diverse. This makes it difficult for municipalities to make targeted policies to tackle low literacy. The Basic Skills in Visibility tool provides figures and background information on low-literacy in the 16-65 age group.

This toolbox covers didactics for adults in the context of Lifelong Development (LLO). The toolbox, developed for teachers, contains concrete tools, tips and guidelines for teaching adults.

Three e-learning modules addressing low literacy for municipalities. VNG Connect has three e-learning modules addressing low literacy especially for starting municipal policy officers. It concerns the topics procurement, monitoring and recruitment of low literacy. The modules were developed by the agencies CINOP and Inbrain on behalf of the government and in consultation with municipalities.
